The Council...

The Council delegates much of its business to the five policy committees - Environment, Leisure, Licensing and Planning Policy, Social and Strategy & Resources.  There are also two regulatory committees - Planning and Licensing Hearing panels - which deal with planning applications and licensing matters.  The Council’s Scrutiny Committee and Standards Committee ensure that both Councillors and Council staff maintain high standards of probity and that decisions are made in a legal, fair and open fashion in accordance with the Council’s rules.

Committee Chairmen...


Neil Dallen
Neil is an effective and hard-working Councillor in Town Ward and has recently become RA Group Chairman in the Council. This follows 5 years as Strategy and Resources Chairman where he  successfully oversaw management of the government's austerity cuts, with minimal impact to local services. He continues as a member of the Planning Committee. He is involved in the Local Government Association and District Councils Network and has represented Epsom & Ewell at the South East England Councils Network. Neil is on the board for Coast to Capital LEP (Local Enterprise Board), where he sits for the Gatwick Diamond, and has recently been influential in obtaining over £3m for  investment in Epsom town centre. Locally he serves on the Investment Board of Rosebery Housing Association and is a trustee for Epsom Parochial Charity. In his spare time Neil is involved in 7th Epsom Scout group.

Lucie Dallen
Lucie has lived in Epsom since she was born now living with her fiancé and son. First elected in West Ewell ward Lucie is a councillor in Cuddington Ward. Devoted to helping residents especially families and young people, Lucie has recently been nominated for Vice chair of Environment. Lucie also sits on the Conservators and Youth Task Group.

Eber Kington
Eber has recently been elected the new Chairman of the key Strategy & Resources Committee. He represents Ewell Court Ward. Eber has an enviable track record for getting things done, responding quickly and positively to residents’ concerns and arguing the case for Epsom and Ewell wherever that is needed. He is also a Surrey County Councillor where he works to ensure that the Borough gets its fair share of County resources.

David Wood
David was born in Ewell and has maintained a family home in Ewell ever since. He was elected a Borough Councillor back in 1995 and has served throughout the intervening years, being Mayor of the Borough in 1996-1997 and serving as Chairmen of various Committees and Panels over the years as well as being County Councillor for 4 years. He first joined the Planning Committee in 1995 and still sits on it and is also currently Vice Chairman of the Planning Policy Committee. He is a retired Chartered Accountant.

David Reeve
David has been a resident in the Stoneleigh Ward since 1979 and has been involved in the Scouts and the local church during that time. Since his retirement in 2012, he has been involved with the Stoneleigh and Auriol Residents' Association and is proud to have been elected as one of their representatives on Epsom and Ewell Borough Council. David is now Chairman of the Audit, Crime and Disorder and Scrutiny Committee during a period when the Council needs to examine the efficiency and effectiveness of every service and facility to give value for money.


John Beckett
John moved to Epsom and Ewell in 1992 and was initially elected as a Borough Councillor for College Ward. He later moved to Stoneleigh where he became a Borough Councillor for Auriol Ward. John was a training and development manager in the telecoms industry before starting up his own business in the local area. He is currently the Chairman of the Environment Committee as well as sitting on the Planning and Licensing Committees and the Financial Policy Panel. John is also a County Councillor for Ewell Division covering Stoneleigh, Ewell Village and Nonsuch Wards.

Tony Axelrod
The new Vice Chair of Community & Wellbeing is Town Ward Councillor Tony Axelrod. He has lived in the centre of Epsom Town since 2008. His work background is as a solicitor running his own practice for many years in Richmond-upon-Thames, then becoming a director of a software house delivering software to the legal profession. He is married with 5 children and since moving to Epsom has been involved with many local charities, projects and good causes, becoming President of Epsom Rotary Club in 2013. He is a recipient of one of the Borough’s Volunteer Awards and was a founding organiser of the Epsom and Ewell Borough Family Fun Day.

Graham Dudley
Graham Dudley has lived in the Borough for almost 40 years. He is a retired civil servant with 2 grown up daughters and 3 young grandchildren. He has 13 years experience as a Councillor and is the current chair of the Licensing and Planning Policy Committee. Graham works hard to preserve the overall character and openness of the Borough, including Nonsuch Park (where he is a member of the Joint Management Committee), the much-prized green belt, and the many other open spaces and magnificent trees in Epsom & Ewell.   

Barry Nash
Having started his working life in the Royal Marines, Barry moved to the Surrey area in 1982 and has lived in Epsom and Ewell since 1994. Barry has previously worked in mobile telecoms, before moving into education and charity work currently supporting disengaged teenagers. Married to wife Kim with two children, Barry was elected as a West Ewell Councillor for the Residents Association at the May 2015 local elections and was recently appointed as Chairman of the newly formed Community & Wellbeing Committee.

Humphrey Reynolds
Humphrey has lived in Ewell Village since 1988 and served on the Ewell Village Residents' Association whilst working for the Council until 2010. He was elected on to the Council in 2011 and works tirelessly for local residents. Humphrey is currently Chairman of the Planning Committee and also serves on the Audit, Crime and Scrutiny Committee and the Health Liaison and Licensing Appeals Panels.
